dc.description.abstractThese days, there is a growing likelihood of foreign students studying and conducting research in Vietnam. In particular, a report from the Department of International Cooperation states that between 2016 and 2021, almost 45,000 foreign students from 102 countries and territories enrolled in and received training at Vietnam's 155 educational institutions. Every year, Vietnam accepts 4,000–6,000 new international students, with over 6,300 being the highest number ever reported in 2019. Higher education institutions must prioritize quality, assist the international integration program's implementation, and cultivate friendship and solidarity in line with the policy of stepping up efforts to draw in foreign students, according to Deputy Minister Nguyen Van Phuc. International students attending a university is one of the main elements that boost the ranking of the school in the university rankings. Thus, in order to get a competitive edge over other universities, HCMUTE needs a center to assist, provide, and advice services to international students. Strategic Section 5: Cooperation Between Home and Abroad points that the operating strategy for UTE must attract international students and send students to other institutions for exchange, learning, and growing the network of credit recognition, according to the university's Medium-Term Development Strategic Plan for the period 2017–2022, with a vision to 2030. Each year, sixty or more students take part in the program for international collaboration; the other twenty to fifty students work on graduation projects, participate in academic and cultural exchanges, get scholarships, and participate in other programs. To act as a bridge between educational institutions and students, it is imperative to establish an international center. Thus far, the International Affairs Office at HCMUTE has been responsible for offering support to academics and both incoming and outgoing students; the extent of this responsibility is limited by its roles and responsibilities. Examine the student support models provided by Vietnamese and international universities; interview relevant heads of HCMUTEs; find out from survey respondents what they believe is important about the need for these kinds of programs; assess the current state of the university to determine whether an ISC might be built and suggest an ISC model. These tasks are the focus of this dissertation. The author uses both quantitative and qualitative approaches to achieve the research goals. The author surveyed 100 students and professors who had taken part in study programs, semester exchanges, short-term exchanges, or study abroad using quantitative research methodologies in order to learn more about whether or not it is required to construct an international service center. Based on the survey results, semi-structured interviews with company executives were conducted using qualitative research methods, utilizing primary and secondary data from HCMUTE as well as experienced partners. Drawing from survey and interview data, as well as an analysis of HCMUTE's actual resources, the author concludes that the establishment of an international service center at HCMUTE is imperative. As a result, the author suggested the ISC model in relation to the value map, customer profile, business model framework, constructed processes connected to record processing, and built theory of the ISC model. The author also offers advice on the organizational structure, duties, and specific authorities of the several divisions at this institution.en_US
